The Scheffer index measures how aggressively a climate rots untreated wood outdoors. Houston is nearly twice as hard on a deck as Dallas, on the same timber, with the same builder.

Does a Houston homeowner need a permit for a deck?
Often yes, and most of them do not know it. Under the City of Houston amendments to the 2021 International Residential Code, a deck is exempt from a building permit only if it is under 200 square feet, no more than 30 inches above grade at any point, not attached to the dwelling, and does not serve a required exit door.
Miss any one of those and it needs a permit. Detached accessory structures are exempt only under 120 square feet, tighter than the model code allows.
